- Annual report of Canada’s Information Commissioner marks bold new direction
Robert Marleau, Canada’s fourth Information Commissioner, tabled his
2007-2008 annual report in Parliament today. The report highlights the new
direction Mr. Marleau has taken in his first year in office to better serve
Canadians in the increasing complex world of access to information.

The Access to Information Act was adopted in 1983.
Under the Act, all Canadian citizens and permanent residents have a right to
be given access to any record under the control of a government institution.
This right of access, now enshrined for twenty-five years, has become a
fundamental pillar in ensuring the accountability of Canada’s federal

This year’s annual report is, in a way, a hybrid report because, while it is mostly the report of the former Information Commissioner, John Reid, it is also the report of the new Information Commissioner, Robert Marleau, who began his term of office on January 15, 2007. Presentation to the Committee on Access to Information, Privacy And Ethics - Information Commissioner tables his 2004-2005 Annual Report
This report marks the end of Mr. Reid’s seven-year term of service. Looking back over the past seven years, the report describes the "good news" and "bad news" in delivering the rights set out in the Access to Information Act. According to Mr. Reid: "the clear lesson of these seven years is that governments continue to distrust and resist the Access to Information Act and the oversight of the Information Commissioner."
